Town pages
Local guides for eight towns
Each of these has its own page with the town’s sewer rules, who owns what, and who inspects the work, all from the town’s own documents.
- Madison County Granite City Granite City is home base. The median house here was built in 1958, and since 2024 Illinois American Water has owned the treatment plant that takes the town’s sewage and its neighbors’. Read the Granite City page
- St. Clair County Belleville Belleville’s sewer dates to 1912 and is combined, and the city runs a lateral repair program that pays up to $15,000 between the property line and the main. Read the Belleville page
- Madison County Collinsville A weekend sewer emergency in Collinsville is one of the jobs our customers wrote about: Sam answered, Brandon was there within the hour, and the city had to be brought in. Read the Collinsville page
- St. Clair County O'Fallon O’Fallon runs its own Rieder Road treatment plant, charges a $3,000 single-family tap fee, and is clear that private sewer lines are the owner’s to fix. Read the O'Fallon page
- St. Clair County Fairview Heights Digging in a Fairview Heights street, alley or sidewalk takes a city permit, a $2,500 bond and a prequalified or bonded contractor. Read the Fairview Heights page
- Madison County Maryville Maryville’s 2026 sewer lateral requirements spell out the pipe, the bedding, and which inspector looks at which part of a new line. Read the Maryville page
- Madison County Troy In Troy the homeowner owns the lateral and the city owns the main; tapping on in town costs $4,850 and the sewer inspection $100. Read the Troy page
- Madison County Highland Highland’s Public Works checks the city main for free when a sewer backs up; anything between the main and the house is the owner’s. Read the Highland page
Same trench, different rules
How the rules change from town to town
Illinois sets the floor. JULIE needs two to ten working days before anyone digs and does not mark private sewers, and from January 1, 2026 a new plastic lateral has to be locatable. Everything else, from who owns the lateral to who inspects it, is up to the town.
| Town | What is different there |
|---|---|
| Granite City | Illinois American Water owns the collection system and, since March 2024, the treatment plant. The owner keeps the lateral up to the main, street included. |
| Belleville | The city pays for lateral repairs from the property line to the main, up to $15,000 on a house, and inspects every repair with the trench open. |
| O’Fallon | A permit for lateral repairs, a Public Works inspection, and a $3,000 tap fee on a new single-family connection. |
| Fairview Heights | A cut in a street, alley or sidewalk needs a permit, a $2,500 bond and a prequalified or bonded contractor. |
| Maryville | SDR 35 pipe on CA-7 bedding; the state inspects the first five feet and the village the rest. |
| Troy | $4,850 to tap on in town and $100 for the sewer inspection; the lateral is the owner’s. |
| Highland | Public Works checks its own main for free before you pay anyone. |
| Columbia | The owner pays for the service pipe even where it runs under a public street. |
| Wood River | A combined sewer, with one overflow to the Mississippi. |
| Cahokia Heights | A 2026 consent decree covers a new interceptor and repairs to eligible residents’ private laterals. |

Questions about where we work
What areas does Dig N Drain serve?
All of St. Clair County and Madison County in Illinois, from our base in Granite City. That is more than 45 towns, from Alton and Edwardsville to Belleville, O’Fallon and Mascoutah. Call (618) 444-9976 to confirm we can reach your address; emergency calls are answered 24/7.
Do you serve towns outside St. Clair and Madison counties?
Sometimes. We list Columbia and Jerseyville, which sit in Monroe and Jersey counties, and we take work beyond the two counties when we can reach the job. Call (618) 444-9976 with the address and we will tell you straight away whether we can take it.
Who is responsible for the sewer lateral in the Metro-East?
In every town whose rules we have read, the property owner. Granite City, Troy, O’Fallon and Highland all put the lateral on the owner, and Granite City and Columbia say so even where it runs under the street. Belleville is the helpful exception: its program pays from the property line to the main.
Which Metro-East towns have combined sewers?
Belleville’s system, built in 1912, is combined, and Wood River runs a combined sewer with one overflow to the Mississippi. In a combined system, storm water and sewage share one pipe, so heavy rain can push sewage back into low basement drains. A backwater valve is the usual protection.
